If you noticed in the equipment guidelines that you are able to improve the level of your gear starting with Bronze and maximizing at Gold. This will also be implemented for spells and various other things, but with a different name. Meaning at each rank you will have different levels (Untrained (Everyone starts here), Basic, Enhanced, and Advanced) So an Advanced D-Rank spell, would be more powerful than someone that is Untrained, Basic, or Enhanced. Upon improving your level it will gain higher range, damage, healing, etc. - This will also allow for those to compete with higher ranks more easily. A D-Rank Advanced Mage could possibly be on par with a Untrained B-Rank mage.
Everything is still a work in progress, so please be patient. Repeatedly sending PM's to me or having other people tell me will not push me towards your idea. As said all ideas are considered and everything that is being done is at the Owners approval.
