Infinite Knowledge: Because of the curse of his arm, Gaia's mind as been fused with the souls of the dead and damned. This both works as a curse and a blessing. On the one hand, when he is alone, he is left to the murmurs and ramblings of the souls inside him, while on the other hand, he can dip into this pool of souls and talk with them individually. This allows him to gain their knowledge and experience, which helps him perform various tasks that he has had no training in.
Dominion of Undead: With his curse, Gaia is able to communicate with the undead. This is taken one step further by the fact that he can enforce his will upon the lost souls of the dead, controlling them should he prove strong enough to.

As long as Infinite Knowledge is simply NPC souls (or with Player permission), it should be fine. Also, does this provide him any knowledge of 'site future events'?

For Dominion of the Dead, how does he control them? Specifically, when controlled, what can these spirits do?

Yeah, NPC souls (if a Player allows it and I'm interested, I'll take their soul as well >:D) No, this doesn't give him any future sight things. This is purely to allow him to have experience of nearly any task, examples being allowing him to be a master of chess or know everything about baseball.

He controls them using his willpower. If the spirit is particularly strong, for example an honorable knight, then their minds will battle before he has it under control. As for what they can do...well, anything that a regular spirit can do. Possession, spooks, etc.
